to link up with the reclamation. This work is still in

progress and is of a difficult nature as the old drains

traverse ground between the steep hill side and the sea in the midst of an area closely built over, The cutting of trenches and under-pinning of walls has to be done under the closest supervision and the fact that there have hither- to been no serious accidents is a tribute to the skill with

which Mr. Newhouse has conducted the work. He is also

performing his responsible task in Kowloon most efficiently

and I recommend that he should continue to be in charge

of the drainage sub-department with the title of "Drainage Engineer" with such a staff as may become necessary as the work develops,

The period of heavy construction work in both the "Water" and "Drainage" sub-departments will probably last for trom ten to fifteen years and both Mr. Henderson

and Mr. Newhouse, if they continue to perform their duties satisfactorily, will occupy these posts until the completion of their service as they are both about forty years of age. It is therefore, desirable to fix their emoluments on such

a basis as will be commensurate with their increased

responsibilities. Mr. Henderson at present draws a

pensionable salary of £750 which will rise to £950 by £25

annually, £100 charge allowance as Executive Engineer and

special allowance for the Shing Mun Scheme of £3000, with

the proviso that his total emoluments shall not exceed £1150. I propose that Mr. Henderson's pensionable salary should rise to £1000 by incremente of £25, and that in place of the

allowance of £100 he should draw a non-pensionable allowance

of 84800. Mr. Newhouse draws the same salary, but is in

receipt of a special allowance of $1200 on account of the

Praya East reclamation work. I recommend that on his becoming "Drainage Engineer" his pensionable salary should rise to £1000 by increments of £25 and that in place of the
